Roosevelt Island Historical Society President Judy Berdy shares photos and video showing two tugboats

maneuvering an empty oil barge out of its dock at the Rise Light & Power Ravenswood Big Allis Power Plant in Long Island City through the frozen East River Ice Flow across from Roosevelt Island yesterday.

According to Ms Berdy:

Moving an empty oil barge out of the Power Plant with the ice flows this evening. Today they have two tugboats. There’s no ferry service today. Winter in New York. Apparently turning the barge around. It was quite a sight to see the maneuver because there’s so much ice in the East River.
