Boats traveling on the NYC East River continue to amaze Roosevelt Island residents. A Tipster reporting today:

 I spotted this strange vessel on the East River near 34th street this morning around 11am. Any other reports? Does anyone know what this is?

I posted the video on Roosevelt Islander Instagram page and got the answer.

Yes traveling circus called Flotsam River Circus !! @flotsamrivercircus

The Flotsam River Circus is:

… is a troupe of musicians, circus performers, and puppeteers who travel on a ramshackle raft giving free performances in waterfront towns. Our goal is to bring some magic and whimsy to the world while helping communities engage with their waterways. Flotsam is a 501(c)(3) non-profit.

Sept 14 – NEW YORK CITY – Randalls Island – 6 pm
