According to this flyer posted on the Roosevelt Island F train subway station window
there will be no Roosevelt Island F Train service to Manhattan this upcoming Memorial Day Weekend. The MTA Weekender web site currently has no information about Roosevelt Island F Train service for the Memorial Day weekend.
